QUALITY MANAGEMENT SYSTEMS · BY ASG
What is a Quality Management System (QMS) in Aviation?
A Quality Management System (QMS) is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives in an organization. In aviation, a QMS provides the systematic framework for ensuring that products and services consistently meet regulatory requirements, customer expectations, and applicable quality standards — preventing quality failures before they result in safety incidents or regulatory non-conformities.
Aviation QMS requirements are embedded in multiple regulatory frameworks: IATA IOSA requires airlines to maintain a documented QMS with quality audits and corrective action processes. EASA Part-145 requires MROs to maintain an independent quality monitoring system. IATA ISAGO requires ground handlers to demonstrate quality system compliance. ISO 9001:2015 provides a globally recognised QMS standard applicable across all aviation sectors. ASG helps aviation organisations design, implement, and maintain QMS frameworks that meet all applicable requirements simultaneously. For QMS training, see our QMS Trainings page.
Aviation QMS Standards and Requirements
The primary QMS standards applicable to aviation organisations are: ISO 9001:2015 (generic QMS applicable to all aviation sectors), IATA IOSA Standards Manual ORG section (airline SMS and QMS requirements), IATA ISAGO GSCS Management System section (ground handler QMS requirements), EASA Part-145 Subpart D (quality monitoring system requirements for MROs), and national CAA quality management requirements for AOC holders and other approved organisations.
These standards overlap significantly in their core requirements: documented quality policy and objectives, process documentation, internal audit programmes, nonconformity and corrective action management, management review, continual improvement processes, and customer focus. However, they differ in scope, emphasis, and specific procedural requirements. ASG designs QMS frameworks that meet multiple standards simultaneously, reducing duplication and compliance burden while satisfying all applicable requirements.
The quality management landscape in aviation is evolving rapidly. The integration of Quality Management and Safety Management — long treated as separate functions in many aviation organisations — is increasingly recognized as essential for effective safety culture and operational performance. ICAO Annex 19 3rd Edition and IATA ISM Edition 17 both reflect this integration in their standards, requiring organizations to demonstrate coherent relationships between quality assurance, safety risk management, and safety performance monitoring.
ASG helps organisations navigate this integration, designing QMS frameworks that connect quality audit findings to safety risk registers, quality performance indicators to safety performance indicators, and quality management review processes to SMS management reviews. For SMS-specific consulting, see our dedicated Safety Management Systems consulting page. For QMS training support, see our QMS Trainings and Quality Control Solutions pages.
Our Quality Management System Services
QMS Design & Implementation
ASG designs and implements QMS frameworks tailored to your organisation’s regulatory environment, operational scope, and maturity level. We develop quality policies, quality objectives, process documentation, quality manual structures, audit programme frameworks, corrective action management processes, and management review procedures — all aligned to applicable aviation standards (ISO 9001, IOSA, ISAGO, Part-145) and national CAA requirements. Our QMS implementations are designed to be operationally sustainable, not just compliant.
ISO 9001 Certification Support
For organisations seeking ISO 9001:2015 certification, ASG provides full certification preparation: initial gap assessment, QMS documentation development, staff training, pre-certification internal audit, and certification body selection guidance. We also provide support during certification audits and for recertification and surveillance audit preparation. Our ISO 9001 work in aviation is designed to maximise synergies with IOSA, ISAGO, and EASA quality requirements already applicable to your organisation.
QMS Review, Improvement & Audit Programme Design
For organisations with existing QMS frameworks that underperform in audits or fail to drive genuine improvement, ASG conducts QMS maturity assessments and designs improvement programmes. We redesign audit programme structures, improve CAPA effectiveness, develop quality KPI frameworks for management review, and strengthen the connection between quality audit findings and operational management decisions. For audit-specific support, see our Quality Control Solutions page.
Benefits of an Effective Aviation QMS
Why Choose Aero Support Group for QMS Consulting?
ASG’s QMS consultants have designed and implemented quality management systems for airlines, MROs, ground handlers, and airports across 100+ countries, with direct experience in IOSA, ISAGO, EASA Part-145, and ISO 9001 quality requirements. We understand the specific quality management challenges of aviation organisations — competing regulatory demands, resource constraints, operational continuity requirements — and provide practical solutions rather than generic frameworks.
Our QMS consulting integrates with our SMS, audit preparation, and training services, providing organisations with a coherent quality and safety management capability rather than isolated point solutions. For QMS training support, see our QMS Trainings and Auditor Trainings pages. For complete audit readiness, see our IOSA Audit Preparation service.
ISO 9001 is not universally mandated for aviation organisations, but it is increasingly expected or required in commercial relationships (airline customer contracts, supplier qualification programmes) and provides a globally recognised quality baseline. For organisations already subject to IOSA, ISAGO, or EASA quality requirements, ISO 9001 certification adds credibility and may reduce duplication with aligned QMS frameworks.
EASA Part-145 Subpart D requires MROs to establish an independent quality monitoring system with: a Quality Manager reporting to the Accountable Manager; an internal quality audit programme covering all Part-145 Subparts; a corrective action and preventive action (CAPA) process; and integration with the safety management system. The Quality Manager must have demonstrated quality management competency. ASG provides specific Part-145 QMS design and implementation support.
QMS (Quality Management System) and SMS (Safety Management System) are complementary frameworks. QMS focuses on meeting defined quality standards through systematic processes and audits; SMS focuses on proactively managing safety risk. In aviation, quality audit findings can serve as safety data inputs, and safety risk assessments can inform quality objectives. ICAO Annex 19 and IATA ISM Edition 17 increasingly require organisations to demonstrate integrated QMS/SMS governance.
A complete QMS implementation for a medium-sized aviation organisation typically requires 3-6 months from initial gap assessment to functional system. ISO 9001 certification can typically be achieved 6-9 months after starting implementation. For larger organisations or those integrating QMS with existing SMS and IOSA frameworks, the timeline may extend to 9-12 months. ASG designs phased implementation programmes to minimize operational disruption.
Yes. ASG provides QMS support scaled to the size and complexity of the organisation. Small aviation organisations (regional airlines, small MROs, charter operators) often benefit from simplified, right-sized QMS frameworks that meet regulatory requirements without disproportionate administrative burden. Our approach is always to design the simplest QMS framework that genuinely meets applicable requirements — not to over-engineer documentation systems.
