What is a Security Management System (SeMS)?

A Security Management System (SeMS) is a systematic, organization-wide approach to managing aviation security risk — analogous to SMS for safety but applied to security threats, vulnerabilities, and countermeasures. The SeMS concept, developed through ICAO Annex 17 and IATA guidance, provides a framework for aviation organisations to move beyond basic regulatory compliance to proactive, risk-intelligent security management that adapts to evolving threats.

IATA and ICAO have increasingly advocated for SeMS as the next evolution in aviation security governance: rather than applying a fixed set of security measures uniformly to all threats, SeMS enables organisations to assess actual threat levels, apply proportionate countermeasures, monitor security performance, and continuously improve their security posture. IOSA SEC standards increasingly reflect SeMS principles, assessing not just whether security procedures exist but whether they are governed by a management framework capable of adapting to changing threats. For security training, see our Security Trainings page.

Aviation Security Regulatory Framework

Aviation security is governed by ICAO Annex 17 (Security: Safeguarding Civil Aviation Against Acts of Unlawful Interference), currently in its 11th Edition (2023). Annex 17 requires states to establish National Aviation Security Programmes (NASPs) and to mandate security programmes for airports, airlines, and other aviation stakeholders. The ICAO Aviation Security Manual (Doc 8973, Restricted) provides detailed guidance on security programme design and SeMS implementation.

In Europe, Commission Regulation (EU) 2015/1998 establishes the detailed implementing measures for aviation security, including National Aviation Security Programmes, Appropriate Authorities (national CAAs), and security programme requirements for airports, airlines, and regulated agents. ECAC Doc 30 Part II provides the policy framework. For airlines, IOSA SEC standards add specific requirements for the airline security management programme, security risk assessment, and security audit functions.

The aviation security threat landscape has evolved significantly in recent years: insider threats from radicalized aviation employees, evolving prohibited items (new battery technologies, emerging explosives precursors), cybersecurity risks to aviation systems, drone threats to aerodromes, and supply chain security vulnerabilities in air cargo. A static compliance-based approach to security — applying the same measures regardless of actual threat intelligence — is increasingly insufficient for managing these dynamic threats.

SeMS provides the governance framework for dynamic, intelligence-led security management. ASG’s SeMS consulting helps aviation organisations develop threat and vulnerability assessment capabilities, security intelligence integration processes, risk-proportionate countermeasure selection frameworks, and security performance monitoring systems that go beyond regulatory compliance. For EASA Part-IS cybersecurity security management support, see our dedicated EASA Part-IS Compliance page.

Our Security Management System Services

Aviation Security Programme Development

ASG develops comprehensive Aviation Security Programmes (ASPs) for airlines, airports, and ground handling companies — aligned to ICAO Annex 17, national NASP requirements, and IOSA SEC standards. Our security programme development covers security policy, security risk assessment framework, security procedures (passenger, baggage, cargo, aircraft, personnel), security audit programme, security training programme, and security incident response procedures.

Security Risk Assessment & Threat Analysis

We conduct structured security risk assessments for aviation organisations — assessing current and emerging threats, evaluating existing security countermeasures against identified vulnerabilities, and recommending risk-proportionate security enhancements. Our threat analysis methodology aligns to ICAO guidance and national intelligence frameworks, providing organisations with a credible evidence base for security resource allocation decisions. For documentation support, see our Documentation Support service.

SeMS Implementation & Security Audit Programme

ASG designs and implements SeMS frameworks that provide governance for dynamic aviation security management: security governance structure, security performance indicators, security intelligence integration processes, security audit programme (internal audit of security procedures and facilities), security incident investigation, and management review processes. For organisations also seeking IOSA SEC compliance, our SeMS framework is aligned to IOSA audit requirements. For IOSA preparation, see our IOSA Audit Preparation service.

Benefits of a Risk-Based Aviation Security Management System

Why Choose Aero Support Group for Security Management Consulting?

ASG’s aviation security consultants include former national aviation security authority officials, airport security managers, IOSA SEC auditors, and certified security professionals with direct experience in aviation security programme development and regulatory compliance across 100+ countries. We understand both the international standards framework and the jurisdiction-specific regulatory requirements that vary significantly by country.

Our security consulting is integrated with our broader safety and quality management consulting, helping aviation organisations develop coherent integrated management systems that address safety, quality, and security governance within a unified framework. For security training support, see our Security Trainings page. For EASA cybersecurity compliance, see our EASA Part-IS Compliance service.

ICAO Annex 17 11th Edition includes provisions that move toward SeMS principles, requiring states and organisations to apply risk-based approaches to security countermeasure selection. IATA has published guidance on SeMS for airlines and ICAO guidance is increasingly aligned with SeMS concepts. While “SeMS” as a formal framework is not yet universally mandated as a specific regulatory requirement in all jurisdictions, the principles are increasingly embedded in how security compliance is assessed.

Traditional compliance-based security applies defined security measures uniformly: all passengers screened the same way, all cargo subject to the same requirements, regardless of actual threat levels. SeMS provides a governance framework for risk-proportionate security: assessing actual threats and vulnerabilities, applying resources to highest-risk areas, monitoring security performance, and adapting measures as the threat environment changes. The outcome is more effective security with the same or fewer resources.

An aviation security programme should cover: security policy and objectives; security risk assessment methodology; security procedures for all applicable stakeholders (passengers, baggage, cargo, mail, aircraft, catering, cleaning, fuel); personnel security (vetting, access control, ID management); security audit and testing programme; security training programme; security incident reporting and investigation; crisis management; and compliance with national NASP requirements.

Cybersecurity is an increasingly important component of aviation security management. EASA Part-IS (Information Security) introduces mandatory cybersecurity management requirements for aviation organisations. ICAO Annex 17 addresses cyber threats in the context of aviation security. ASG provides integrated security management consulting that covers both physical and cyber security domains. For EASA Part-IS specific support, see our EASA Part-IS Compliance service page.

Yes. IOSA SEC standards assess airline security management programme compliance, including security programme documentation, risk assessment processes, security audit programme, security training, and security incident management. IOSA Edition 17 reflects SeMS principles in its approach to evaluating SEC compliance. ASG provides IOSA SEC-specific preparation as part of our IOSA Audit Preparation service.
